Steve Pastorkovich is a nationally recognized broadband policy, funding, and trade association executive with more than 25 years of experience helping telecommunications providers, cooperatives, and public-sector entities navigate evolving regulatory environments and marketplace demands, including complex federal and state broadband programs.
Steve has played a direct role in nearly every major U.S. broadband funding initiative over the past decade, including RDOF, ReConnect, BEAD, ARPA-funded state programs, and NTIA Middle Mile grants. His work spans the full lifecycle of broadband funding—from policy development and advocacy, to application strategy, consortium coordination, award execution, and long-term compliance.
Most recently, Steve has served as a Broadband Funding Consultant with organizations including Conexon, Mission Broadband, and Surf Internet, supporting providers and states as BEAD programs move from planning to implementation. His experience includes contributing to state Five-Year Action Plans, Initial and Final Proposals, and advising on post-award compliance and reporting requirements.
Previously, Steve served as Senior Director of Broadband Funding & Development at NRTC, where he coordinated a multi-provider consortium that secured $156 million through the FCC’s RDOF reverse auction and supported successful applications across multiple rounds of USDA ReConnect and other federal and state programs. He has also held senior leadership roles at NTCA–The Rural Broadband Association and OPASTCO, where he led broadband policy initiatives, managed regulatory advocacy, launched industry education programs, and built coalitions across government and industry.
Steve brings a unique blend of policy expertise, funding execution experience, and industry credibility, making him a trusted advisor to providers, state broadband offices, and industry stakeholders navigating today’s unprecedented broadband investment environment.
