AB 353 proposes a state-mandated broadband plan requiring every ISP operating in California—regardless of size, technology, or funding status—to offer 100/20 Mbps service for just $15/month to qualifying low-income households.

This follows a similar law passed in New York, which required large ISPs (20,000+ subscribers) to offer a 25/3 Mbps plan for $15/month. While flawed, New York’s version at least excluded smaller providers. California’s version does not.
